“So Moses took the blood, splattered it on the people, and said, “This is the blood of the covenant that the LORD has made with you in accordance with all these words.””
Israel has heard the law and agreed to obey. Moses builds an altar, offers sacrifices, and reads the book of the covenant aloud to the people, who promise again to do all the Lord has said.
