“Then Moses and Aaron gathered the assembly in front of the rock, and Moses said to them, “Listen now, you rebels, must we bring you water out of this rock?””
The people of Israel are at Kadesh with no water, and once again they quarrel with Moses. God tells Moses to speak to the rock in front of the assembly so that it will give water.
