“Woe to the city of oppressors, rebellious and defiled!”

Zephaniah 3:1

Study note

After oracles against surrounding nations in chapter 2, Zephaniah turns back to Jerusalem with a cry of woe against a city that is rebellious, defiled and oppressive. He does not name the city at first, and readers might assume he is still speaking of Nineveh, whose doom closed chapter 2.
