“I will repay you for the years eaten by locusts— the swarming locust, the young locust, the destroying locust, and the devouring locust — My great army that I sent against you.”
After the call to repentance in Joel 2, the tone changes to promise as God responds to his people with pity. The locust swarms had stripped the land of crops for years, bringing famine and despair.
